Fuel crisis hits Tawang, W/Kameng and E/Kameng

ITANAGAR, Jun 21: Following heavy rainfall that triggered sporadic landslides and multiple blockades, the three districts of Tawang, West Kameng and East Kameng were forced into a major fuel crisis.
Heavy blockades were witnessed at several places at Bhalukpong to Bomdila road, forcing sizeable number of loaded oil tankers to be stranded at Bhalukpong and some other places.
"There was a fuel crisis due to road blocks at several places, but tankers are starting to slowly arrive", said Essar Petrol Depot Tenga Manager Tsering Thapa, adding that "The process of loading and unloading usually takes two days, but due to road blocks it will take about four days."
The IOC employees' strike also caused the Assam Oil and Indian Oil depots to be affected at Bomdila, Rupa and Dirang. Similar crisis are also reported at Tawang and Seppa.

Choked drain floods Doimukh PS
DOIMUKH, Jun 21: The police personnel posted at Doimukh Police Station are facing a torrid time due to rain water gushing inside the police station, and the same situation is repeated every year during the monsoons.
Reportedly, the bachelor barrack, WT station, parking lawn and even police station was recently submerged by the rain water. Though there were no under trial prisoners or inmates in the lock up, but those too were flooded with rain water.
Police personnel could be seen busy clearing rain water instead of performing normal duties.
Papum Pare Superintendent of Police, Tumme Amo said that such situation arises because drainage system of the township, especially in market areas has been choked, causing the rain and drain water together to submerge the police station time and again, and that it would continue unless immediate action is not taken up.
Parliamentary Secretary Home & Education, Pani Taram, while talking to reporters informed that the Government of Arunachal Pradesh has already approved for construction of a new police station in Doimukh and the project has been sanctioned.
"There shall be a first class police station, for which fund has been sanctioned. It was delayed due to change of work agency from Police Housing to RWD, but the construction work will begin soon", said Taram. He also assured to take up the matter of drainage with local administration for urgent redressal.
1000 teachers required: CM
ITANAGAR, Jun 21: Chief Minister Pema Khandu said that the state government would require more than 1000 teachers, for which posts would be created in phases.
Informing this on the sideline of International Yoga Day on Wednesday at Indra Gandhi Park, the Chief Minister said that the teachers were required because there were still inadequate numbers even after completion of exercise for rationalisation of teachers' posting.
Also stating that the government was firm to rationalize transfer and posting of over 2000 teacher, he said that there should be no political interference in the matter of transfer and posting of teachers.
The Chief Minister also assured to regularize Sarva Sikhsha Abhiyan teachers in phases, with condition that they must qualify either the CTET or APTET examinations.
Further, to promote yoga in Arunachal Pradesh, the Chief Minister said that yoga teachers will be deputed in all state government run schools and the matter would be brought to the Cabinet for discussion.
Taking note of the potential of the state in ayurveda, the Chief Minister further announced to set up a Directorate of Ayush. He said that the matter has already been communicated to the Central Government.
AAPGEWA reiterates demand
ITANAGAR, Jun 21: The All Arunachal Pradesh Government Employees Welfare Association (AAPGEWA) has reiterated its demand of maintaining the retirement age at 58 years, while reasoning that enhancement of service age from 58 to 60 years would deprive many unemployed youths.
The AAPGEWA demand is in contradiction to the demand of the Confederation of Service Associations of Arunachal Pradesh's (CoSAAP), which includes enhancement of service age from 58 to 60 years.
The AAPGEWA also opined that the age of voluntary retirement of service should be 18 years and if any employee wants to retire, they should be allowed for the same. The employees' association also demanded for staff bus for each department, reasoning that non provision of staff bus is one of the reasons for traffic jams. It also urged the government to intervene in reducing the fee of private schools and ban on selling of school uniforms, books shoes etc within the school. It also opined that transfer and posting of government employees must be as per Government of India norms and demanded strict implementation of the Golden Hand Shake Policy.
'Soft approach encouraging drugs peddlers: Orgs
TEZU, Jun 21: Prominent social organizations of Lohit and Anjaw districts demanded stringent punishment for the drugs peddlers, stating that a lenient approach towards the offenders has been encouraging them to commit the same crime repeatedly.
"The Police Department is doing a laudable job by arresting a lot of drug offenders in Tezu, but to our utter dismay, none of them were given stringent punishment as per the magnitude of their crime", lamented the All Mishmi Women Welfare Society (AMWWS) and the Cultural and Literary Society of Mishmi (CaLSoM), in a joint representation to Sessions Judge of Tezu (Lohit) District Sessions Court.
The organisations claimed that the offenders, which include some deviant police personnel, were granted bail citing procedural lapse as the reason. "This affects the morale of the police, who put in lots of efforts to nab them", the organisations added.

Landslide disrupts water supply again
ITANAGAR, Jun 21: The water supply to Itanagar has been affected again as the pipeline located nearly six kilometres away from Poma village was hit by a landslide on Wednesday morning.
Itanagar PHE Assistant Engineer Debia Padang informed that there are around 60 workers who have been engaged in restoration work. It was also informed that if weather conditions favour, the restoration work will be completed by tomorrow and regular water supply will be restored by Friday.
There are two sources of water supply for Itanagar-
while the second is the water treatment plant located at Senki View. The water plant near Poma fulfils a major portion of Itanagar covering around 60 percent of the population, while the one at Senki View covers around 40 percent of the population in Itanagar.

State celebrates International Yoga Day
ITANAGAR, Jun 21: Arunachal Pradesh celebrated the third International Yoga Day with thousands of school children and people from all walks of life stretching and bending their bodies in various yoga postures enthusiastically.
The main event was organized at Indira Gandhi Park in Itanagar, wherein hundreds of school children, senior officials, including several public leaders participated.
Addressing yoga participants, Chief Minister Pema Khandu said, "Yoga is not only good for our physical and mental health, but its helps to maintain energy, strength, and relieve stress. It is especially good for us in the government as our work involves lots of stress".
He also announced to make the celebration of International Yoga Day in the state as state government sponsored event from next year.
At Rajiv Gandhi Stadium, Naharlagun, the event was organized by the Indo Tibetan Border Police (ITBP), in which more than 1000 people participated.
Braving overnight downpour, people joined the programme.
The day was also observed at the Raj Bhawan, where state Governor P B Acharya in his message said, "Yoga provides physical and mental well being of the people".

"I believe 90 percent of our urban citizens are on Facebook and can avail information on the programmes, policies and schemes offered by the government through its departments on Facebook far better than through meetings, seminars, workshops or the traditional media. Through Facebook we can reach individuals who can benefit from such programmes and schemes but are not aware of it," he said.

Cylinder explosion kills one

ITANAGAR, Jun 21: A 35-
According to police sources, the deceased identified as Sankar Saha was working on the cooling process in a small ice cream factory in Ganga with another labourer, Sagir Miya, who has also sustained injuries on his hands.
Reportedly, the labourers forgot to check and maintain the temperature of the cylinders and poured cold water on it,
following which the cylinder exploded and Saha's head was blown off.
ASI Kenter Tacha is the investigating officer of the UD case registered in Itanagar Police Station case no.05/17 Under Section 174 CrPC.
The body has also been sent for post mortem and will be handed over to his guardian here.

Kaso carries out inspection of landslide hit areas
ITANAGAR, Jun 21: Parliamentary Secretary cum local MLA Techi Kaso on Wednesday inspected landslide affected areas near Donyi Polo Vidya Bhawan School and others areas of Itanagar Township.

Villagers mourn student leader's death

PASIGHAT, Jun 21: The body of student leader Ojing Taying, who succumbed to his injuries inflicted upon him during an attack 10 days ago, arrived in his native village Ngorlung on Tuesday night from Guwahati.
Ojing was brutally attacked by some unidentified youths in Itanagar on June 10, and was rushed to Guwahati for treatment.
The cause of his death is reported to be internal brain haemorrhage.
Ojing, son of Jiten Taying of Ngorlung, was the Finance Secretary of East Siang District Students Union.
Condemning the crime vehemently, Boring Olung Welfare Society President Tamat Gamoh appealed to the law enforcing authority to ensure early arrest of the perpetrators of the heinous crime and stringent punishment for them under appropriate sections of the law.
Gamoh also appealed to the state government to provide adequate compensation to the kin of the deceased.
Police apprehend NSCN(R) cadre in Changlang
CHANGLANG, Jun 21: The Arunachal Pradesh Police, Changlang unit apprehended an NSCN (R) cadre, identified as Self Styled Private/ Sepoy Kaplong Khimhun (26) on June 20 last.
The district police received a tip off regarding movement of the NSCN(R) in the PWD Complex (Nadipar) of Changlang Township for extortion. Consequently, the police laid a net to nab the culprit on June 20 at around 5 PM, and noticed suspicious movement of the suspect at around 7.30 PM near the Bailey Bridge over Tirap River.
The district police immediately rounded up the suspect and apprehended him, who on interrogation disclosed his identity and informed that he had joined the NSCN(R) in August 2016.
In this regard, FIR no.19/2017 u/s 384/511 IPC R/W 13 UA (P) Act has been registered at Changlang Police station against the NSCN (R) cadre.

ITANAGAR, Jun 21: Chairman of Senki View Colony, Kipa Lolgo said that the road condition of the colony was deplorable and with the onset of the monsoon, the condition has worsened.
Maintaining that Senki View Colony is one of the main attractions of Itanagar where people come to spend leisure time, besides being the area for SRF camp, PHE Division Office and Water transplant, Lolgo said that he had written to the state government, the city magistrate and PHE Department for their attention towards the deprived condition of Senki View road and to sanction fund for the maintenance of the road.
Also highlighting that Itanagar gets its water supply from the Senki View River and that the river is starting to get polluted, Lolgo urged the authorities concerned to initiate action.

No especial rate for the stone quarry owners is fixed, it said.
Earlier, a board constituted by the district administration had fixed a special compensation rate for quarry owners. However, the board's decision was reportedly nullified after the new DC took charge, it said. The Society has appealed to the state government to look into the matter immediately.
RARI conducts health cum awareness camp
ITANAGAR, June 21: The Regional Ayurvedic Research Institute (RARI) has conducted a 'Free Swasthya Parikshan and Health & Hygiene Awareness Camp' at Government Higher Secondary School, Ganga Village here on Wednesday.
A team of RARI doctors including Dr K K Brahma, Dr Shriprakash, Dr J R Das and Dr Dusu Tabyo offered free treatment and medicines to around 60 patients during the camp. Two patients were found with hyperglycemic.
Earlier, the camp was inaugurated by Itanagar DDSE M Y Gollo, who lauded the institute for organizing the event for the benefit of common people.
Dr Shriprakash, senior scientist of the institute highlighted the main objectives of the SRP projects, while GSI Director P K Singh and Vice Principal of GHSS, Ganga Village, Mikir Kamki also spoke on the occasion.
The RARI has adopted 10 villages/colonies in Papum Pare district, namely, Pachin, Chiputa, Ganga, Poma, Jollang, Chimpu, Doimukh, Lanka, Hollongi and Nirjuli for this year under 'Swasthya Rakshan Programme' of the Union Ministry of Ayush. Out of 10 villages, first phase of SRP is being conducted in five village since April 2017.

In April, Uttar Pradesh became the first state to announce farm loan waiver for loan amount of up to Rs 1 lakh for nearly 87 lakh small and marginal farmers. Following a series of agitation by the farming community, the Maharashtra government also soon followed by announcing loan waiver of up to Rs 1 lakh. The loan waving thing is spreading like wildfire. With couple of state elections lining up which will be followed by general election in another two year, loan waiver scheme is becoming political tool to woo voters. The reckless act of waiving off loan without any plan will only encourage farmers to indulge in same act in future. Definitely farmers need help but not this kind of short term help. Government should help them to acquire best available technologies to improve productivity and a proper market channel should be developed for them so that middlemen can be avoided. Its time government looks beyond loan waiving scheme and initiate appropriate step to help the famers. Also loan waiving burdens the govt exchequer because of which they will not be able to concentrate in developmental activities.

Dear Editor,
Apropos Taba Ajum's article, "Hollow political promises and lack of accountability" (Monday musing, June 19, 2017), it is we who send politicians to the House of the People.
Moreover, every Indian has to pay a substantial amount of tax in our indirect tax regime. Like the consumers, we should have similar rights and protections if our political representatives fail us and spend Govt money without considering our urgent need.

Unnecessary fuss
Dear Editor,
This is with regards to the ‘age as on issue’ being discussed by some candidates which is creating an unnecessary fuss among the aspirants.
Three points:
1. Firstly, space was already prefilled (age as on 01.01.20..) with the space provided for adding the last two digits of the year.
2. Secondly, an institution of repute like APPSC would not be rejecting the forms on such a minor issue, unless one has filled up the date of birth incorrectly.
3. Lastly, they can easily deduce the overage and underage candidates by merely using
the date of birth-
The one who should worry are those aspirants who are getting overage before the stipulated date given by the commission. Therefore, I would urge to all the serious candidates to prepare for the exam and avoid unnecessary distraction.

Angry farmers, distressed leaders
Dear Editor,
If we want to see the worst in someone, then sweeten the person up by frequently giving him money. It is like pampering a child who could later become an unruly adult and let down his parents. Well, this is what successive governments have done for farmers. They have pampered them without teaching them robust farming methods Firstly, farmers were encouraged to take loans and when they defaulted on payment the loan and interest was waived. Some political parties have used the “loan waiver” as their ladder for climbing to power, as the BJP did in Uttar Pradesh. Has it not sent out the wrong message to other farmers across the country? Will a farmer from UP not teach his facebook friends from Madhya Pradesh to demand the waiver from their leaders?
With each passing day the farmers from various states have pretty well learned the
tricks of the trade and so they now make the state governments yield to their demands.

Flagship programme and conditions
Dear Editor,
I was going through the content regarding three flagship programmes of Govt of Arunachal Pradesh in the Arunachal Times dated 20th June.
I am happy that our govt is implementing various programmes for the welfare of its people. But I was confused by one of the condition mentioned in the salient features under Deen Dayal Uphadhyaya Swalamban Yojna which read as "10% contribution is mandatory: preference will be given to those who contribute higher".
If this is true than I am afraid to say that said scheme is not meant for unemployed
youth! How can govt impose such rules in socio-
